I saw petco has $1 per gallon tanks rite now so I'm thinking about starting a 40gallon for now instead of my 75. If I do a 40 gallon will I need a sump and protein skimmer? Also this will be a fish only tank no corals!!!

A sump is still probably going to make the setup more aesthetically pleasing since you won't have all the equipment you may end up putting on the tank attached to the display.  It also opens up options if you decide to change gears down the line.

Skimmer isn't really necessary depending on your bio load, but if you are new and aren't sure you will be able to keep up regular water changes and maintenance, then go ahead and plan for a skimmer that will work both for the 40 and 75 when you move to that.
